gpgconf is not idempotent

Description

Hi,

When running gpgconf to set an option (in that specific case, use-tor),
the config files are modified (updated timestamp) even when the option
is already set.

Worse, if the setting was initially set manually (perhaps with a nice comment
explaining why), it will be commented, a comment is added explaining that
gpgconf commented-out the setting, and added again at the end.

This is fairly annoying given that parcimonie (and likely other tools) uses
gpgconf to configure GnuPG, calling it every time parcimonie is started.
